It's called aMug Strap
It's doubled, making it about 8 inches long, and has a pair of snaps near the middle of where it's doubled. It's really used to hold things onto your belt.
I found it at the Glasgow Highland Games (but not in Scotland...here in the U.S.)

Mine is a dark red, with simple, round snaps.
