I'm not usually on in time to guess at everyone else's riddles before someone else has solved them, but I thought I'd come up with one anyway...
When does 1/4 equal 1/52 and 3/12 not equal 1/4? |

1/4 of a month= 1/52 of a year
and the other... um...
3/12 months does not equal 1/4 of a year if one is febuary?

You got the first part right, and as for the second it's still about time. 1/4 is a week (1/4 of a month) but 3/12 would be 3 months.
